Dear students, hope this letter finds you well!

首先感谢同学们自疫情发生以来对学校出台的各项措施的理解与配合，同时感谢同学们能及时反馈学校需要的个人相关信息。你们的支持与配合增强了学校做好疫情防控工作、构建平安校园的信心。

First of all, we would like to thank you for your understanding and cooperation on the measures taken by the school since the outbreak of the epidemic. Meanwhile, we would also like to thank you for your timely feedback on your personal information required by us. Your support and cooperation have strengthened our confidence in the prevention and control of the epidemic and the construction of a safe campus.

同学们的身体安康与精神愉悦是学校最关心的头等大事，鉴于目前形势，学校建议大家认真做好防范工作：避免到人群聚集的地方或参与聚会、聚餐活动；正确佩戴口罩并勤洗手；吃饭前以及咳嗽或打喷嚏、大小便、接触或处理动物粪便、外出回家后，要用肥皂和流水或含酒精的洗手液，采取“六步洗手法”科学洗手。如果你出现咳嗽、发烧等症状，请立即通知我们并寻求医疗帮助。

Your health and good spirits are the primary concern of our university. In light of the current situation, we sincerely hope that all international students at UIBE will take the necessary precaution measures, avoid participating in activities at crowded places, wear a mask and wash your hands correctly by using soap or alcohol-based hand sanitizer with running water especially before dining or after coughing or sneezing, using the bathroom, touching animals or their waste or arriving home from outside. If you have been experiencing cough, fever or other symptoms, please inform us immediately and seek for medical help.

对外经济贸易大学已经建立每日报告系统，以收集所有必要的信息来帮助、保护大家，请同学们及时反馈相关信息。

UIBE has set up a daily reporting system to collect all necessary information to monitor the situation and protect everyone. Therefore, if you have been reached by us anytime, we request you to kindly response us as soon as possible in order for us to grasp your current situation better.

1月27日，对外经济贸易大学发布了《关于推迟2020年春季学期开学报到时间的通知》，我们已通过微信、邮件等形式告知大家学校决定推迟春季学期开学时间。这是响应中国政府号召、遏制病毒扩散的关键和必要步骤。推迟开学报到时间会给大家造成不便，对此我们深感遗憾。希望每位同学都能综合考量个人安全和公共利益因素，做出“暂时不返校”的决定，直到学校通知具体的开学时间。如果你现在正在中国境内旅行，计划或已经在返回学校的途中，请务必尽快与你的班主任联系，或拨打国际学院学生事务部电话+86-10-64495776（9:00至16:30）、国际交流大厦前台电话+86-10-64492122（16:30至次日9:00）。

In our notice & letter on 27th of January, 2020 to all of you, we informed you that UIBE has decided to postpone the 2020 spring semester, which is a response under the nation call of Chinese government, and a key and necessary step to contain the virus. While we apologize for the confusion and inconvenience this may have caused, we must ask each student to make a decision to not return to UIBE campus for the time being in order to ensure personal and public safety until UIBE receives notice about when the new starting date of next semester will be. If you are currently traveling in China and are already on your way back to UIBE, please contact as soon as possible your coordinator. 2. 针对来华留学生“离京、驻京、返校”的指导意见

Guidance for International Students Who Wish to Leave, Remain in, or Return to Beijing.

近期有留学生提出离京、驻京或返校需求，对外经济贸易大学国际学院给予如下指导意见，供参考。

Recently, there have been some international students who have expressed a desire to leave Beijing, stay in Beijing or return to Beijing. Accordingly, the School of International Education of UIBE provides the following guidance for reference.

如果你希望离开北京（离京）

If you wish to leave Beijing

可以离开，前提是生命体征无异常情况（无发烧、咳嗽等症状）。已在指定地点隔离的学生不能在隔离期离开，需遵守交通、疫情防控等部门的相关要求。

You are allowed to leave, provided that there are no abnormalities in your current vital signs (no fever, no coughing and similar other symptoms). Students who have been quarantined at a designated location may not leave during the quarantine period. They should abide by the requirements from the transportation as well as epidemic prevention and control departments.

如果计划长时间离京（校），需在离京前按要求办好学籍异动手续（如离校、请假、休学、复学、暂停奖学金等手续）。

If, due to the relevant circumstances, students wish to leave Beijing for a long time, they must first complete the formalities for changing their studying status (including asking for leave, suspension of schooling, resumption of schooling, suspending one’s scholarship, etc.) before leaving Beijing according to the relevant requirements.

如果你仍然愿意留在北京（驻京）

If you wish to stay in Beijing

可以，但请务必减少外出，做好个人防护，遵守各项管理规定。如有发热、干咳、乏力、呼吸困难等症状，请第一时间前往指定发热门诊就诊，并报告国际学院国际交流大厦前台，联系电话：+86-10-64492122。

Yes, you may stay in Beijing. At the same time, it is important to stay inside, in your lodgings, as much as possible so as to reduce your exposure to the outside. Please be responsible and pay attention to personal protection and comply with management regulations. If you are experiencing fever, dry cough, weakness, breathing difficulties and other symptoms, please go immediately to the designated fever clinic as well as reporting your condition to the School of International Education (SIE) reception desk of International Plaza:010-64492122。

如果你希望返回北京（返校）

If you want to return to Beijing (return to UIBE)

原则上要求所有学生不要在学校明确开学时间之前提前返校。对个别因特殊情况确须返回学校的，学生需提出申请，即提供本人知情同意书签字函（扫描下方二维码）和书面说明（发送邮件至班主任），由学校按一事一议程序进行研究讨论。若获得批准可以返京，仍需按照相关规定进行隔离。

In principle, students are requested to avoid returning to Beijing and the campus of UIBE before school announces the upcoming semester starting date. If students need to return to the UIBE campus for their personal reasons, they must request a permission to return by providing a signed copy of this informed consent letter (scan the QR code below to download the informed consent letter) and written explanation by email to your coordinator. Each request to return to campus will be processed on a case-by-case basis. If approval is granted to return to UIBE campus, those who return will be quarantined at a designated place by the school as it is required.
