The program is officially implemented by the China Scholarship Council.
The Master’s Program in Global Development and Governance under the International Public Administration (IMPA) at the University of International Business and Economics (UIBE) leverages the university’s profound expertise in open-economy disciplines and its nationally recognized first-class public administration program. It aims to cultivate future global governance leaders who are proficient in modern public administration, well-versed in international norms, and equipped with exceptional cross-cultural leadership.
Guided by China’s national strategy of engaging in and leading global governance, this program adopts an innovative "multi-driver synergy" educational model to deliver a unique learning experience:
Global-Local Integration: Through integrated management of Chinese and international students, participants will collaborate with domestic peers in field studies, academic seminars, and research projects, fostering a global network through in-depth exchanges.
Cutting-Edge Empowerment: Students will have access to advanced platforms such as the Digital Economy Laboratory and the Virtual Simulation Lab for International Trade Rules. Empowered by big data and AI, they will hone their ability to address complex global issues through research and practice.

Through case-based teaching, specialized lectures, and internships with international organizations, students will gain firsthand insights into China’s governance wisdom and apply theoretical knowledge to global development challenges.
Choosing the Global Development and Governance track means joining an elite global alumni network. UIBE has nurtured nearly 5,000 outstanding leaders, including nearly 70 customs commissioners, who will walk alongside you.
