Program Introduction

Master of Customs Administration (MCA) is a program mainly for senior governmental officials and senior managers from the customs and related institutions of countries alongside the "One Belt and One Road Initiative". The project aims to provide international talent support for the facilitation of regional connections and trade flows in line with the "One Belt One Road strategy", It focuses on training regional cooperation policy makers and implementers with a global strategic vision and nurturing excellent custom talents to promote regional trade security and facilitation and regional interoperability in countries alongside "One Belt One Road Initiative".

The program mainly relies on the School of Public Administration of University of International Business and Economics for its strong faculty and rich experience in teaching. After two-years study (taught in English), students will have a systematic command of theory and practice on custom administration and trade facilitation, gain a better awareness of the One Belt One Road national economic environment, grasp the development trend of international economic cooperation, at the same time deepen their understanding of China's trade, legal, cultural and political systems.

Introduction to UIBE

The University of International Business and Economics (UIBE), situated in the northeast of Beijing, was founded in 1951. UIBE is a national key university under the leadership of the Ministry of Education and the Ministry of Commerce, and is one of the most important institutes for talents' training and scientific research on global economic and business development.

UIBE pursues to be an outstanding national university and a prestigious international university with its distinct characteristics. After sixty years’ development, UIBE has already become a multi- disciplinary university specialized in the fields of economics, management, liberal arts, law and science, and competitive in the subjects such as international trade, international law, finance, business management and foreign languages. MCA Program

1. Program Name: Master of Customs Administration (MCA)

2. Training mode:

1) Class Teaching: Considering the particularity of the composition of participants, MCA program adopts lectures, case studies, speeches, tutoring and other forms of flexible and diverse teaching methods;

2) Business Visits: MAC program provides regular arrangements for trainees to visit China customs departments, ports,enterprises from free trade experimental zone, etc.,

3Academic Seminars: The program invites senior officials from General Administration of Customs, Ministry of Commerce, General Administration of Quality Supervision, as well as famous experts from Universities both home and abroad(Including member institutions fron the International Association of Customs Universities (INCU)), such as Peking University, Tsinghua University, Renmin University, Chinese Academy of Social Sciences to give targeted lectures on hot spots of International economic and trade integration.

4) Cultural Experience: In addition to a monthly trip to rural suburbs of Beijing, MCA program also plans arrangements and study tours for participants to go out of the capital to experience Chinese culture.

 

3. Curriculum and Credits:

1) Combined with theoretical and practical teaching, the curriculum is designed to enhance students’ ability to understand, analyze and solve practical problems in WTO and economic fields.

2) The curriculum of this full-time master program includes course module (26 credits) and a lectural module (4 credits), a business visit module (4 credits). One should acquire 34 credits to get the diploma.

4. Degree Granted:

Program participants who have acquired 34 credits, accomplished all the courses, completed the master degree theses and passed the thesis defense will be granted a Master diploma of administration by UIBE.

Admission requirements, Application period, Application procedure, Application materials and Admission

1. Admission Requirements:

1) Age under 45 years old (by Sep. 1, current year), with good physical and psychological health.

2) Bachelor degree or above, with 3 years working experience. Those with related education or working background will be preferred.

3) English good enough to take courses taught in English.

3. Application Procedures:

l Applicants shall make online application at https://studyinchina.csc.edu.cn/#/login (Choose Program Category Type B and theAgency No. of UIBE: 10036) download and print out the Application Form for Chinese Government Scholarship and then sign the form. Hand-writing version is invalid.

l Applicants are required to make another online application at www.uibe.cn. Please download and print out the International Student Application Form generated upon successful online application.

l Please use Firefox browsers. 

 

l Please Submit the application documents (legible scanned ones) listed below to the application receiving agency.

4. Application Materials:

An applicant should submit the scanned copies of the following documents:

l Application Form for Chinese Government Scholarship with a 2-inch photo and the applicant’s signature.

l Personal statement of research (A minimum of 500 words in English).

l CV in English

l Copies of bachelor’s degree certificate(s) and academic transcript(s).

l Two recommendation letters from the applicant’s employers and/or professors.

Telephone numbers and email addresses of the referees must be included in the letters.

l A copy of TOEFL 86 above or IELTS 6.0 above or official letter of English proficiency, or passing the telephone test by UIBE faculty

l Copy of the passport page of personal information.

Note: Scanned copies of the documents will be sufficient during the application period. Originals or verified copies will be required upon enrollment at the universities. All documents should be in Chinese or English and are originals or notarized copies. All documents are not retrievable.

5. Admission:

1) The admission committee will review the application materials and decide the admission list.

2) Every candidate can be enrolled in only one Chinese government scholarship sponsored program.

3) The admission notice and visa application form for study in China (JW201) will be delivered to students by UIBE or through corresponding embassy.

4) The scholarship will not be reserved for those who cannot come to study on time.
